Cyber threats targeting Italy have surged dramatically, capturing a significant share of global attacks—accounting for over 10% in just the first half of 2025. This figure is a rise from approximately 9.9% during the same period in the previous year, according to a recent report by the Italian Association for Information Security, known as Clusit. And here’s where it gets particularly alarming: Italy’s exposure to cyber assaults has grown substantially over recent years. Back in 2021, the country faced only about 3.4% of worldwide cyber attacks, but that percentage has more than tripled, highlighting a rapid escalation.
The report also sheds light on the nature of these attacks. A notable 38% of the total cyber threats against Italy are directed at government and military institutions, which has seen a staggering increase of 600% compared to the previous year. This indicates a rising focus on strategic targets, possibly reflecting geopolitical tensions or strategic cyber warfare efforts.
One of the most eye-catching revelations from Clusit’s findings is the predominant role of politically or socially motivated cyber activities, often referred to as 'hacktivism.' These actions, which are sometimes seen as acts of digital protest or sabotage, now comprise the majority of cyber attacks—making up 54% of the total—outpacing traditional cybercrime aimed at financial gain or data theft, which accounts for 46%. Interestingly, many of these hacktivist operations are believed to be coordinated by entities linked to Russian governmental structures, adding a layer of geopolitical complexity to the cybersecurity landscape in Italy.
This shift in attack patterns raises important questions about the evolving nature of cyber threats. Are nation-states increasingly turning to cyber warfare as a form of political influence? And how can Italy bolster its defenses against such targeted and politically charged attacks? The facts suggest a landscape where cyber security is becoming more intertwined with national security and international politics—an area ripe for discussion and debate.
